– Flashback –
Oliver follows Anatoly into a room of Bratva with two scary men sitting on chairs. Anatoly joins them and they sit across from Oliver, about to do the world’s most intimidating job interview. He wins them over, but one of the three, Viktor, distrusts Oliver. Later on in the night they celebrate Oliver’s official acceptance to the Bratva, knocking back vodka and brooding about. Oliver follows two men outside only to be beaten up, but is saved by a stranger who was hired by Anatoly. Anatoly finds Oliver outside knowing already that Viktor wants Oliver dead. He reveals that they can’t kill Viktor because he’s too well-connected.
– Present –

Team Arrow searches the city for underlings of Tobias Church, hunting them down to try to find out where he’s located. No one seems to know, so Rene continues to be tortured by Church. “It’s not the pain that breaks people. It’s fear. Fear of the pain. Of what that pain brings. Of what happens next,” Church says, to a determined Rene who won’t give Church an ounce of information.

Back in the Arrow base Felicity still can’t find a location on Rene’s position, but despite this Oliver remains optimistic about finding Rene. He leaves the base to have a meeting as Mayor Queen. John finally gets to meet Artemis and Ragman, while Felicity quickly hides a call from her boyfriend which the team doesn’t know about.
Oliver meets up with Quentin and Thea at City Hall, letting them know Rene is still missing. Quentin and Oliver both agree that they need to recruit more cops, especially after Church’s attack on the ACU. Thea explains to Ollie that in order to win the rezoning vote to expand low-income housing they need four-fifths approval from the city council, but they’re currently lacking council member Kullens’ vote. Ollie meets up with Kullens and TV reporter Susan Williams, but the meeting doesn’t go as planned. Kullens tells the Queens that a rezoning project that happened 25 years ago allowed crony capitalists to push out needy families, which was headed by Queen Consolidated. Just like that, he refuses to vote to pass the bill.

Ragman and Artemis investigate an abandoned warehouse, to discover a puddle of blood on the floor. They notify Overwatch who tracks a van from the warehouse’s location to a forested area. She tells them that Oliver requested the location only be shared with him should Felicity uncover it. Meanwhile in said forested location, Rene is digging his own grave while Church and his cronies surround him. An arrow suddenly zips through the area hitting a crony, sending the rest scrambling. The Green Arrow appears dispersing arrows into the cronies while Rene knocks some out with a shovel. Rene confesses to Ollie that in his pain induced state, he let slip to Church that Oliver Queen is the Green Arrow.
Oliver refuses to go onto hiding despite the obvious target on his back. With the rezoning vote in the works, he trusts his security detail to be enough protection. John suggests that he get help from an old friend who could be of use in this situation. Felicity has a little afternoon snack with her boyfriend Billy. He lets her know that he’s joining the ACU and wants to know if him reporting to Felicity’s ex-finance would be weird. Felicity mumbles along that it will be fine because she totally let Oliver know they’re a couple.
At the docks Prometheus appears warning Church not to touch the Green Arrow, or his team. He fires an arrow at Church, who is protected by a masked man. Church informs the masked man that’s he’s not going to kill the Green Arrow, he’s going to kill the mayor.
Meanwhile Mayor Queen meets up with Reporter Williams, getting her to agree to hold off from firing at him for a month, in order to give him a chance to prove himself. She agrees and gives him her personal number. The Queens then meet with Kullens and inform him that they know Kullens was one of those crony capitalists who invested in pushing the low-income families out 25 years ago. The Queens leave the building with two security guards, but are stopped on the steps of city hall by the masked man hired by Church. He puts an axe in one guard, shoots the other, and shoots Ollie multiple times to Thea’s shock.

On the news, Quinton announces that Mayor Oliver Queen has been confirmed dead. Of course, that can’t possibly be true. Team Arrow turns around and talks to Oliver, who stands uninjured behind them. The elevator to the base opens and in strides another Oliver Queen, pulling off a mask (valar morghulis my friends). His name is Chance and he informs the team that his job is to be a human target, getting shot is just part of his work. In a private moment with Oliver, Chance accidentally reveals that Felicity has moved on. Later on in the night, Ollie meets Felicity on the balcony of her loft to talk about them both moving on, which goes well.

Diggle and Rene talk about his recent captivity, which helps Rene figure out information that helps Team Arrow. Brace. Felicity figures out Brace is an old airfield, so the team assembles and heads out. Church’s cronies have a showdown with Team Arrow which Church manages to escape. He doesn’t make it far, running into the Green Arrow who gives him a good beat down. Green Arrow takes Church into custody, while Church warns him that Prometheus is coming for him and he’s worse than anything imaginable.

The next day, Ollie publicly apologies for deceiving the city into thinking he was dead. On the bright side though Church and his associates have all been stopped and the low-income rezoning bill has been passed. Reporter Williams secretly meets up with a guy who knows it was Chance that took the bullets for Oliver, showing her a picture of Oliver Queen five years ago in Russia when he was supposedly stranded on an island. Chance was there too, he was the man Anatoly hired to protect Oliver that night.
Church is being transported to prison when suddenly an explosion stops the escort. Inside the van we hear gun fire and screams from outside, then silence. The guard opens the door only to be killed by Prometheus. Church trying to bargain for his life reveals to Prometheus that Oliver Queen is the Green Arrow. Prometheus just throws a knife into Church’s neck and walks away.
